SUMMARY:Geospatial Impact Evaluation of Agricultural Intensification Program in Niger
DESCRIPTION:Climate change is exacerbating food insecurity around the world\, particularly in drought-prone areas that are already highly vulnerable\, such as the Sahel region of West Africa. To improve food security and resilience\, the government of Niger\, with funding from the West African Development Bank (BOAD)\, implemented a multi-faceted agricultural production intensification program in 2011 (PIPA/SA). We employ geospatial data (spectral indices from Landsat-7 imagery) and a synthetic difference-in-differences (SDID) design to measure the impact of this program (irrigation and land rehabilitation efforts) on agricultural production\, water availability\, siltation\, and desertification (using proxies for “level of greenness” such as NDVI\, SAVI\, etc.). Determining the impact of this program will inform the Government of Niger’s future policy and programming related to climate change mitigation/adaptation and food intensification\, with implications for human health\, nutrition\, livelihoods\, and economic development more broadly. \nThis project contributes to the evidence base on climate and nutrition interventions\, and provides more evidence on the benefits and application of geospatial/remote sensing data in climate-related impact evaluation.

SUMMARY:Urban form features determine spatio-temporal variation of ambient temperature: Assessing the transferability of land Use classes effect across diverse Urban Contexts
DESCRIPTION:Driven by ongoing urbanization and accelerated global warming\, urban heat stress develops into a major threat for a large part of the world population. While the literature is clear about the relevance of urban form in modifying urban heat\, the spatially explicit context of heat modifications by the built environment is insufficiently explored across cities. Here we develop a consistent methodology based on a machine learning model to determine the predictive features of urban form that shape urban ambient temperature (AT) under different urban and climate conditions. For this\, we combine urban climate data at 100 m resolution from the UrbClim model with urban form features computed from different open datasets. We exemplify our innovation by evaluating summer daytime and nighttime temperature variation within three European cities that are representative of distinct geographies and climates: Berlin\, Zürich\, and Sevilla. Mean AT at dense urban spots was higher by 3 ◦C (on average) during summer\ncompared to sub-urban sites across all cities. We find that urban form features explain around 2/3 of within-city temperature variations. Vegetation cover and water bodies are most significant in explaining spatial temperature patterns during the daytime\, while the impervious land cover is most critical at nighttime. Cooling effect of water areas can accumulate to – 1.5 ◦C\, while heating effects of roads can induce +0.5 ◦C during daytime. The magnitude of effects varies across cities\, primarily based on the climate type\, altitude\, and dominant land-cover. However\, further testing should be conducted to develop a better understanding of impact variations. The findings of this research will provide urban planners and policymakers with crucial insights towards heat mitigation and sustainable urban developments through region-tailored modifications and replacement of land-cover.

SUMMARY:Current challenges in agricultural intensification and land use change in Latin America: land sparing\, land sharing\, rebound effect\, and leakage.
DESCRIPTION:Humanity faces a double threat: burgeoning food demand from a growing population and ecological degradation fueled by agricultural expansion. Crop production can be increased through cropland expansion (more land)\, and crop intensification (producing more per unit of cropland). Embracing sustainable intensification on existing agricultural land rather than the unsustainable quest for ever-greater acreage has been proposed. This approach is known as land-sparing. Nevertheless\, there is a risk that land sparing can lead to a rebound effect where increased yields lead to increased demand for agricultural products\, which in turn drives further expansion of cropland. In addition to these challenges\, there is also the risk of leakage\, where land use change in an area is caused by land use change in another area. This can happen when global markets allow for the transfer of agricultural products from one region to another. With 23% of the world’s arable land\, 46% of tropical forests\, and 31% of freshwater\, Latin America possesses unparalleled potential for revolutionizing food production. By embracing sustainable intensification and conserving natural ecosystems\, the region can nourish a growing population without further deforestation\, protect vital ecosystems\, safeguard biodiversity mitigating climate change\, and become a global leader in sustainable food production. While studies have explored land sparing\, land sharing\, rebound effects\, and leakage in Latin America\, significant regional gaps remain. Existing research often lacks integration into the causes and consequences of these phenomena in diverse local contexts and potential pathways for the effective implementation of sustainable solutions. This study employs an evidence synthesis approach (https://asreview.nl/) to comprehensively analyze the existing literature. Our goal is to identify the main drivers and consequences of crop expansion and intensification across Latin America exploring potential pathways for policy implementation that fosters sustainable food production while protecting the environment.

SUMMARY:Women are under-represented in adaptation policy research and are more likely to emphasise justice topics
DESCRIPTION:This paper is the first to analyse the role of women authors in fostering justice-relevant topics in climate adaptation research.\nAs representation\, citation and payment patterns remain gender-biased across scientific disciplines\, we explore the case of climate science\, particularly adaptation\, as its most human-oriented facet. In climate research and policy\, there has been a recent surge of interest in climate justice topics. Between the latest assessment cycles of the IPCC (AR5 and AR6)\, mentions\nof justice in the reports of the Working Group on Impacts\, Adaptation and Vulnerability have increased almost 10-fold. We conduct a systematic examination of the topic space in the adaptation policy scholarship. As it is a vast and rapidly growing field\, we use topic modelling\, an unsupervised machine learning method\, to identify the literature on climate justice and related fields and examine the relationship between topic prevalence and the gender of the authors. We find climate change adaptation policy research to be male dominated\, with women holding 38.8% of first and 28.8% of last authorships. However\, we observe topic-specific variability\, whereby the shares of female authors are higher among publications on justice-relevant\ntopics. Female authorship is highly linked to topics such as Community\, Local Knowledge\, and Governance\, but less to Food Security and Climate Finance. Our findings corroborate the evidence that female authors play a significant role in advancing the research and dialogue on the relationship between climate change and areas that have meaningful impact on lives of women and other marginalised groups.

SUMMARY:Multilingual topic modelling international collaborations: lessons from United Nations initiatives on food\, water and climate
DESCRIPTION:In a variety of domains\, the United Nations (UN) asks countries and other actors to submit large volumes of documents. Natural Language Processing\, especially topic modelling\, can be used to gain insights into such datasets and their underlying politics. Here\, we use topic models to analyse three different UN processes: the Global Stocktake under the Paris Agreement\, the Food Systems Summit and the Water Action Agenda. We find marked similarities\, despite the differing domains and underlying politics: submissions broadly represent the interests of the submitting party; moreover\, many submissions discuss fairly general topics\, while regionally dominant- and politically sensitive topics are either left out of the submissions (e.g. dietary change) or left out of official summaries (the Global Stocktake). We discuss the consequences for transparency efforts at the international level and share practical lessons on the topic modelling of multilingual datasets. BERTopic\, in particular\, can make use of recent advances in Large Language Models to create multilingual topic models without the need for translation. At present\, however\, it is also a more complex model to understand and fine-tune\, so we discuss when it is appropriate to use such methods over more established alternatives\, such as non-negative matrix factorization (NMF) and Latent Dirichlet Allocation (LDA). Overall\, we stress that multilingual data sources can and should be considered more to address structural data inequalities in the tracking of climate impacts and adaptation\, especially given the continuing rapid advances in multilingual NLP.

SUMMARY:Evidence synthesis of data for tracking progress on adaptation globally
DESCRIPTION:Tracking progress to reduce climate change risks through adaptation has become a topic of significant political interest and debate. Especially under the Paris Agreement’s Global Stocktake and Global Goal on Adaptation\, there are increasing calls for ways to assess progress on adaptation globally. The COP28 decision text includes calls for an iterative adaptation cycle assessment framework for seven key thematic targets: water\, food\, health\, ecosystems\, infrastructure and settlements\, poverty and livelihoods\, and cultural heritage. \nYet there are many epistemological\, normative\, methodological\, and practical challenges for tracking progress. For example\, defining and determining “”progress”” is contested\, with varying adaptation outcomes across societies. Methodologically\, the choice between qualitative and quantitative approaches\, as well as the selection of appropriate indicators\, remains a point of political contention. Practical issues include incomplete or low-quality data\, lack of detail and nuance in indicators\, and difficulties in obtaining local or subnational data\, particularly in places where adaptation is needed most. \nThe main objective of this paper is to provide a systematic assessment of existing datasets from various sources\, including reports\, scientific papers\, and online repositories. We validate our results with an expert panel. The evidence synthesis provides key datasets with conceptually clear indicators and data\, and assessing evidence gaps and limitations. We use these insights to reflect on how feasible existing datasets are to assess progress on adaptation globally and what additional steps may be needed.

SUMMARY:Time is of the essence: Accounting for observed past transformation progress in the ex-ante assessment of climate policies with integrated assessment models
DESCRIPTION:Years of delay in taking meaningful action on climate change\, combined with the increasing impetus to pursue the goal of limiting warming to 1.5°C\, have compressed the timescale for decarbonizing the energy system to net-zero to a few decades. The focus of research must therefore shift from the fundamental long-term characteristics of net-zero energy systems to the dynamics of the near-term energy transition.\nIn this study\, we present a detailed assessment of the near-term sector- and technology-specific transformation patterns of modeled energy-economy pathways consistent with the climate targets of the Paris Agreement\, and contrast it to the scale-up of innovative climate change mitigation technologies and the phase-out of fossil fuels observed in real-world energy systems.\nThis approach allows us to (1) derive estimates of the transformation gap\, i.e.\, the discrepancy between real-world mitigation progress and the near-term transformations needed to meet climate targets; (2) use differences in transformation gaps across sectors and technologies to assess which technologies and policies have the greatest potential for accelerated deployment; and (3) derive improved 1.5-2°C pathways that are more consistent with observed transformation patterns\nIn comparing recent trends with mitigation scenarios\, we find that the observed upscaling of solar PV\, wind power\, and electric vehicles is broadly consistent with model-derived transformation pathways. In contrast\, real-world carbon capture and storage (CCS) and nuclear power deployment tend to be far slower than in scenarios. Fossil fuel consumption also continues to grow\, in sharp contrast to the phase-out requirements of the 1.5°C limit.\nBased on the findings of the technology gap analysis and using the REMIND integrated assessment model\, we derive new 1.5°C pathways that further accelerate scale-up of technologies with rapid deployment characteristics\, while also accounting for the inertia upscaling of more complex technology systems such as CCS or hydrogen.

SUMMARY:Rigorous evidence on climate policies to inform policy design and implementation
DESCRIPTION:Tobias Kruse (OECD) will present ongoing work on the systematic collection of ex-post empirical evidence on the effectiveness of climate policies as part of the OECD’s flagship Inclusive Forum on Carbon Mitigation Approaches (IFCMA) initiative. The IFCMA is OECD’s flagship initiative designed to help improve the global impact of emissions reduction efforts around the world through better data and information sharing\, evidence-based mutual learning and inclusive multilateral dialogue. As part this programme the OECD is collecting evidence from ex-post empirical studies on the effects of climate policies on emissions across all economic sectors with the aim to help governments design more effective climate policies. \nTobias Kruse is an Economist in the OECD Economics Department’s Public Economics Division. He is an applied microeconomist working on a range of topics\, including empirical climate policy evaluations focussing on environmental and economic outcomes\, systematic evidence synthesis and the public acceptability of climate policies. Prior to joining the OECD\, he obtained an MSc and PhD in Environmental Economics from the London School of Economics and Political Sciences (LSE) and was a Visiting Fellow at the LSE’s Grantham Research Institute. He has published in leading field-journals.

SUMMARY:Living\, systematic review ecosystem for understanding what climate policies work
DESCRIPTION:Having the best evidence available on what works under what conditions and why is critical for enhanced climate action and progress towards the Paris Agreement. In this presentation we deal with three fundamental challenges for building a rigorous evidence base for evidence-based climate policy. First\, there is an evidence synthesis gap in climate policy evaluation\, i.e. there is little synthesis of available ex-post policy evaluations using rigorous systematic review methods. Second\, rigorous systematic reviews are usually limited to evaluating climate policies in one outcome dimension\, but policymakers have a more comprehensive outcome demand. For example\, knowing about the effectiveness of carbon pricing is an important piece of information\, but policymakers also need to know about impacts on innovation dynamics\, labor market\, competitiveness and so on. Third\, there is a disconnect in the timing of the provision of evidence\, i.e. the evidence is usually not available when policymakers need it. Here we introduce the concept of living systematic review ecosystems as a paradigm for evidence-based climate policy. We address how this concept could be applied in a community effort to build a rigorous evidence to enhance upcoming science assessments such as the 7th assessment report by the Intergovernmental Panel on Climate Change (IPCC) as well as evidence-based climate policy in general. Finally\, we will outline some of the challenges that might be encountered in moving towards the living evidence model.

SUMMARY:A welfare theoretical framework to guide policy evaluation
DESCRIPTION:We provide a welfare-theoretic framework for synthesizing the evidence on the impact of policy evaluations and providing ‚fair‘ comparisons between policy instruments. We show how to integrate different outcome variables of interest\, such as costs of a policy\, effectiveness\, co-benefits and distributional effects in reduced-complexity metrics. We illustrate the concept for an ex-ante evaluation of different food tax policies in the EU to assess welfare effects\, multidimensional environmental effects as well as inequality effects. We conclude with implications for future research design and data requirements.

SUMMARY:Demand-side interventions for sustainable food systems: A meta-analysis of food policy interventions targeting food consumption and waste behaviours
DESCRIPTION:It is now widely accepted that a significant portion of emission reductions required to meet net-zero targets must come from individual behaviour change. Shifting consumers towards more sustainable food consumption and avoiding food waste have been identified as key levers to mitigate climate change and slow biodiversity decline. However\, there remains a lack of knowledge on which food policy interventions can best harness this potential. Here\, we use a rigorous\, machine-learning-assisted systematic review and meta-analysis to comparatively assess the effectiveness of demand-side interventions targeting actual (or incentivised) food consumption and waste behaviours at the individual and household levels to comparatively assess the effectiveness of demand-side interventions targeting actual (or incentivised) food consumption and waste behaviours at the individual and household level. Based on 211 effect sizes comprising over 4.5 million observations\, we find a small overall effect size across all food consumption interventions (z = 0.15)\, and a small to medium effect size for food waste interventions (z = 0.20). When accounting for moderate publication bias\, these estimates are reduced to 0.10 and 0.18\, respectively\, but remain statistically significant at conventional levels. Our analysis reveals that\, in both domains\, structural choice architecture interventions are most effective in changing behaviour\, followed by monetary incentives. Sensitivity analysis shows that the current evidence base is characterised by substantial heterogeneity across studies\, which is not systematically related to variability in internal and external validity of studies. Our results underscore the necessity for future research to be carefully designed to uncover the factors determining when\, how and why interventions are effective.

SUMMARY:INACCT Resilience and REPRESA Synergies in Climate Resilience in African Coastal Cities and Tropical Cyclone Preparedness in Southern Africa
DESCRIPTION:The intersection of the INACCT Resilience and REPRESA projects presents a unique opportunity to address climate change impacts through collaborative approaches\, enhancing climate policy\, and sharing key findings to achieve project goals. INACCT Resilience\, focusing on inclusive African coastal cities’ resilience\, and REPRESA\, aimed at improving early warnings and resilience to tropical cyclones\, both contribute to the overarching goal of building sustainable and resilient communities in the face of climate adversities. The collaborative approach between INACCT and REPRESA leverages transdisciplinary research and stakeholder engagement to co-design gender-responsive resilience planning frameworks and early warning systems. This synergy enhances the capacity of local communities and governments to proactively manage and respond to climate risks\, thereby influencing climate policy at municipal and national levels. Key findings from both projects underscore the resilience and adaptability of informal settlements and vulnerable communities. INACCT’s participatory methodologies\, such as photovoice\, provide insights into local experiences of climate-related disasters\, while REPRESA’s state-of-the-art climate and flood modeling informs early warning systems and adaptation strategies. The goals of both projects align with the urgent need for evidence-based climate solutions highlighted by the What Works Climate Solutions Summit. By integrating INACCT’s inclusive resilience frameworks with REPRESA’s advancements in early warning and preparedness\, the projects contribute to the global effort of limiting warming to well below 2°C and adapting to existing climate impacts. This presentation will discuss the synergies between INACCT and REPRESA\, demonstrating how their combined efforts can lead to more effective and just climate solutions\, ultimately contributing to the body of knowledge that informs the IPCC’s 7th Assessment Report and other scientific policy advice on climate change.

SUMMARY:Migration as Successful Adaptation? Examining research\, policy\, and media evidence
DESCRIPTION:Human migration is an age-old strategy to manage risk. It’s nature\, quantum\, and outcomes are changing under climate change and there is conflicting evidence on whether migration can be successful adpatation or not. Drawing on a review of policies and media\, and supplemented by an ongoing evidence map of migration-as-adaptation\, this paper discusses key research areas and knowledge gaps. The work goes beyond literature reviews on the migration-adaptation interface to focus on other (non-academic) spaces where these narratives are growing and gain legitimacy from (e.g. policy documents\, popular media). The work synthesises key discourses in literature\, policy\, and media\, to articulate the need for narrative change around climate migration that (1) recognises the vulnerability and agency of climate migrants\, (2) avoids falling into the trap of environmental determinism when identifying migration drivers\, and (3) identifies entry points for expanding what we understand by ‘successful’ adpatation in an increasingly mobile world.

SUMMARY:CLARE Threads: weaving together co-produced research evidence
DESCRIPTION:A key part of CLARE’s theory of change is to support research partnerships\, produce knowledge and innovation\, strengthen capacity and pursue research impact in support of transformational change. This requires individual research projects’ to focus on impact pathways\, as well as identifying and pursuing some “threads” that bring together findings that have potential for transformational change across multiple research projects. This presentation will share some of the emerging findings on the main impact pathways that are emerging across the CLARE projects\, which highlight important entry points in the evidence-policy interface. CLARE has identified cross-cutting Threads that tie together the 18 different research projects. Two cross programme Threads have emerged so far. The first explores the link between short term disaster responses and long term climate adaptation actions; looking to connect these two timescales and better understand the potential consequences to help avoid maladaptation. The second explores how lived experiences of extreme events can shape future adaptation responses. Each of these topics is being explored within different projects and the Thread synthesis of overarching learning will help to shape future practice and policy.

SUMMARY:Climate Adaptation and Resilience (CLARE): evidence-based climate adaptation action through transdisciplinary\, co-created\, capacity-focussed research and syntheses
DESCRIPTION:Climate Adaptation and Resilience (CLARE) is a UK-Canada framework research programme that aims to build resilience to climate change in Africa and Asia-Pacific (https://clareprogramme.org). CLARE is producing action-oriented research and syntheses\, ranging from anticipating and acting ahead of cyclones and droughts\, to the investments needed now to understand and tackle future climate risks\, to locally-led pathways for long-term\, inclusive resilience in rural-urban settings\, in 30 countries in Africa and Asia. This research is carried out by 18 teams bringing together 125 organizations in 38 countries\, two-thirds of which in Africa and Asia\, supported by CLARE’s two ‘hubs’ dedicated to capacity strengthening and research-for-impact provide collaborative spaces that foster learning and synthesis. \nCLARE is demonstrating that “what works” for producing\, synthesising and catalysing evidence for achieving climate action is research that is carried out – co-created – by transdisciplinary and diverse teams\, with practitioners working alongside researchers; that is led from people and institutions in the countries where the research is relevant; and that has strong focus on both capacity of researchers and ‘users’ and supporting tangible action. Emerging findings reinforce the importance of lab-type approaches across a diverse range of actors and diverse spatial scales to co-create inclusive policies; the need – and practical ways – to remove barriers to access to research finance for southern organisations to achieve evidence-based\, adaptation action on the ground; anSd the key roles of both knowledge brokering and capacity strengthening in fostering climate adaptation. \nThis presentation aims to introduce the session\, providing an overview of the range of evidence and syntheses that are being produced by CLARE projects beyond those more detailed covered in the session; and share emerging learning on enabling and measuring adaptation across scales and timelines\, that is locally-led and potentially transformative. \n

SUMMARY:A call for action – applying the Evidence-Based Research Network approach to climate change research
DESCRIPTION:Background: Research on research has shown the scientific\, ethical\, and resource costs of unnecessary (redundant) studies. Many redundant studies could be avoided if prior research is considered in a systematic and transparent way before starting the new study. Once the study has been completed\, systematic syntheses help with the interpretation of new results\, facilitating the placing of new findings into the context of the existing knowledge and highlighting evidence gaps.\nObjectives: The Evidence-Based Research Network (EBRNetwork) was established in 2014 to promote the use of an Evidence-Based Research (EBR) approach\, i.e. the use of prior research in a systematic and transparent way to inform a new study so that it answers questions that matter in a valid\, efficient\, and accessible manner.\nMethods: Between 2018 and 2023\, the EBRNetwork received funding from the European Cooperation in Science and Technology (COST) for its COST Action EVidence Based RESearch (EVBRES) [CA-17117]. EVBRES aimed to build the EBRNetwork’s network and capacity and to promote the use of the EBR approach among clinical researchers\, funders\, ethics committees\, and publishers across Europe.\nResults: Over 4.5 years\, EVBRES organized 3 EBR Conferences\, published > 30 articles\, and developed EBR training materials/manual for researchers\, reaching an estimated 20\,000 people internationally.\nConclusions: Using momentum from EVBRES\, current efforts are focused on securing the sustainability of the EBRNetwork and expanding the EBR approach worldwide to other scientific disciplines. There is now a need to evaluate the extent to which climate change research is affected by a lack of EBR adherence (in healthcare an estimated 50%)\, contributing to research waste and opportunity loss of funding resources. In parallel\, EBR awareness and capacity building will support optimal use of existing and future evidence\, resulting in more valuable research to inform climate change assessments and policy decisions.

SUMMARY:Advancing Climate\, Health and Equity Outcomes through Local Action in the Indo-Pacific
DESCRIPTION:In November/December 2023\, the Pacific Climate Change Centre (PCCC\, Secretariat of the Pacific Regional Environment Programme (SPREP)) along with Melbourne Climate Futures (MCF) and the Climate CATCH Lab at the University of Melbourne (UoM)\, partnered to deliver a six-week program on climate\, health\, and equity training to 15 Fellows (cross-sectoral policy makers and interdisciplinary researchers) from across the Pacific and Southeast Asia. The training program enabled knowledge exchange and enhanced capabilities through mentoring and the development of country-specific policy/practice climate solutions for implementation post-program. PCCC and MCF will host a follow-up four-day workshop in March 2024 to further support implementation of climate solutions\, identify and prepare relevant collaborative funding opportunities\, and progress joint publications for consideration in the Intergovernmental Panel on Climate Change’s Seventh Assessment Report (AR7). \nThis session will include a panel of participating Fellows who will share their insights on advancing climate solutions for improved health and equity outcomes in countries and communities that are highly vulnerable to climate-related impacts. The session will demonstrate the multiple benefits of bringing together interdisciplinary\, multi-sector\, cross-country cohorts to learn from one another on climate and health. The session also provides a platform to elevate regional voices on climate and health\, and will examine the avenues and mechanisms available for continued knowledge exchange and meaningful collaboration to inform local\, national\, regional and international climate solutions.

SUMMARY:Does Science Matter in (Forest) Climate Policy?
DESCRIPTION:Is scientific information the harbinger of successful protection of planet earth from the effects of climate change? Employing a game-theoretic negotiation prediction model\, we forecast the effects of the various sources of potential influence on German government decisions on remunerating forest carbon sinks\, nature conservation efforts in forests\, and measures to make German forests more climate-resilient. Decomposing the effects of potential influence of coercion\, (dis-)incentives\, loyal information\, and scientific information demonstrates the limited role scientific information plays in current political decision-making on forest-related climate policy. Our findings suggest that scientific information embedded in the positional structure of powerful actors may have the greatest effects.

SUMMARY:Evidence Synthesis on Climate-Resilient Agriculture
DESCRIPTION:In light of the need for evidence-based policy to build small-scale farmers’ resiliency\, J-PAL staff present findings from randomized and quasi-experimental evaluations of climate-resilient agricultural technologies and practices. \nSmall-scale farmers in low- and middle-income countries are critical to global food security\, and yet their welfare and livelihoods are extremely vulnerable to climate change impacts. More frequent extreme weather events like rainfall shocks and slow-onset change like warmer and drier conditions reduce harvest stability. Global food production exacerbates these impacts\, emitting approximately one quarter of greenhouse gas emissions annually. As such\, national governments are integrating agriculture and food systems into National Adaptation Plans\, Nationally Determined Contributions\, and other related strategies. Building small-scale farmers’ resilience is complex\, and stewarding environmental health and enhancing agricultural productivity have often been seen as at odds with each other in policy decisions. \nIn light of the need for evidence-based policy to build small-scale farmers’ resiliency\, J-PAL staff will synthesize and present findings from rigorous and policy-relevant randomized and quasi-experimental evaluations of climate-resilient agricultural technologies and practices. Covering over 20 evaluations from J-PAL’s Agricultural Technology Adoption Initiative and King Climate Action Initiative\, the presentation highlights policy approaches and considerations to support farmers to maintain well-being in the face of climate shocks. \nNew and traditional climate-resilient technologies and practices like improved seeds and rainwater harvesting techniques can minimize crop loss\, support farmers’ productivity and\, in some cases\, counter the degradation of environmental systems. However\, these adaptations do not fully support small-scale farmers to maintain or improve their livelihoods. Social protection programs like cash transfers and income diversification support are critical policy tools to complement agricultural technologies to sustain farmers’ welfare\, strengthen food systems\, and buttress the resilience of environmental systems. \nThe session will highlight specific studies and identify lessons across evaluations in various contexts to inform policymakers on how to build evidence-based policies and programs to support small-scale farmers adapt to the evolving challenges of climate change.

SUMMARY:How can cities use machine learning for urban climate change mitigation? A systematic map
DESCRIPTION:In recent years\, numerous cities across the world have shown interest in AI approaches to help with achieving carbon neutrality. There is a need for city policy makers and researchers to get overarching guidance or receive an overview of potential application areas and approaches. Currently\, however\, there is no comprehensive analysis of the existing body of research on the use of machine learning (ML) in urban climate change mitigation.\nWith this research\, we provide an overview of the literature at the intersection between ML research in climate change mitigation and its role in urban governance and policymaking. We conducted this review by applying a systematic map framework that transparently displays mature research areas\, as well as more nascent and uncertain ones. Specifically\, we created the systematic map through manually coding 3\,944 records for relevance\, followed by a comprehensive analysis of 1\,215 relevant papers published between 1994-2021. In the review\, we systematically map the areas of application but also provide an assessment of their climate mitigation potential.\nKey findings include that research is taking place across 57 countries and 250 cities. We introduce over 40 impact areas. We find strong alignment between the most research impact areas and IPCC urban mitigation options with high reduction potentials. And we outline three main roles for ML such as using it for optimization towards more efficient processes\, demand forecasting as well as simulation of impact of planned measures.\nWe then interpret findings in relation to governance and climate policy as well as discussing ways through which the potential of ML can be realized at scale and in alignment with high mitigation impact and public sector demand. We conclude with key recommendations for urban policy makers. For example\, we call for integration of urban governance considerations into this emerging research nexus.

SUMMARY:Indicators and metrics to evaluate urban adaptation: a systematic review
DESCRIPTION:Assessing the effectiveness of climate adaptation action is the focus of intense debates across scientific and policy arenas. Measurement is essential for effective adaptation management and operation\, and indicators and metrics (I&M) are claimed to have a pivotal role. Surprisingly\, there are\, however\, no systematic efforts so far to understand the progress of science in the provisioning of I&M. To shed light on these timely discussions\, we here analyse 137 scientific publications and 901 I&M (including indices) proposed in the literature to measure adaptation to climate change with a particular focus on urban areas. The challenges we have faced speak about a field that is complex to track and understand as a result of a lack of common terminology\, standardisation and reference guidelines. This complexity has originated diverse\, context-specific and sometimes competing approaches to developing I&M. Based on our evidence\, we raise the critique that current I&M proposals are highly technical\, not sufficiently grounded on real needs and have little potential to support effective urban climate change adaptation. Our concern is now how to advance the adaptation evaluation research\, policy and practice field in this messy space.

SUMMARY:Evidence Synthesis for Shade Design and Decision Making in Urban Built Environments
DESCRIPTION:Shade provides thermal comfort\, reduces urban heat islands\, prevents heat-related illness and death\, and\, when provided by tree canopy\, extends co-benefits to the environment. Despite its importance\, many outdoor public spaces lack adequate or even any shade\, and it is inequitably distributed. The scarcity of shade is exacerbated by the design and implementation challenges of its provision. In the context of climate change\, urban shade scarcity is a design emergency that requires comprehensive and usable evidence to create solutions.\nThis presentation will highlight an interdisciplinary collaboration (public health\, landscape architecture\, urban planning\, urban forestry) that will support evidence-based design practice\, climate adaptation\, and human health and well-being. Our research includes a series of extensive scoping reviews of the literature on shade provision\, design\, policy\, benefits and co-benefits\, barriers and facilitators\, and equity. With methods informed by Arksey and O’Malley and the PRISMA-ScR guidelines for scoping reviews\, six databases have been searched\, 19\,237 articles have been screened at the title and abstract level with the help of DistillerSR AI\, and 2\,371 articles are currently being screened at the full-text level. Data extraction and thematic synthesis will take place in February-March.\nThe results of these scoping reviews and evidence syntheses on shade will lay the necessary groundwork for providing robust and synthesized evidence readily packaged for application by public health and built environment professionals to improve our cities’ shadescapes. Knowledge mobilization will include a Shade Design Framework for practitioners based on the scientific evidence syntheses and a national shade design competition where interdisciplinary teams will use the Shade Design Framework and the synthesized evidence to inform their design submissions demonstrating the utility of and generating interest in\, the Framework and the body of evidence informing its development.\nThis research is funded by the Canadian Institutes of Health Research.

DESCRIPTION:We conduct a systematic review of Bus Rapid Transit (BRT) systems and their environmental and social impacts on cities across LMICs in Asia & Africa. Our search strategy involves 3 key steps. First\, we search a database of BRT systems across the world to identify BRT systems in Asia & Africa and collect information about the operational characteristics of these systems. Next\, we design and implement a string-based search query to find literature related to the systems identified in Step 1. And lastly\, we design and implement search queries for BRT systems in general for these countries. Using these studies\, we are interested in gathering estimates related to the environmental impact (mainly GHG emissions) and three major categories of co-benefits: (i) transport-related impacts\, (ii) economic & social impacts\, and (iii) health impacts.\nBased on initial literature screening we can identify more than 120 original studies on approx. 30 BRT systems. We report three types of outcomes resulting from the search process; (i) evidence maps and gaps of BRT systems literature\, (ii) evidence on transport\, social\, economic\, and environmental impact of BRTs\, and lastly (iii) critical analysis of the underlying studies\, including information availability analysis\, risk of bias\, strength of evidence analysis. Early results suggest that while BRT systems have a more limited impact on some transport-related outcomes such as transport mode shift\, their impact on accessibility and health outcomes (particularly air pollution and accidents) alone is quite large. We compare these impacts of BRT systems to other transport system interventions using standard terms of cost-benefit analysis\, underlying the benefits and shortcomings of these systems. Given the nature of this systematic review\, we also devise a plan to convert this review into a living review form.

SUMMARY:A Global Systematic Map and Database of Climate Change Research on Cities
DESCRIPTION:The Intergovernmental Panel on Climate Change (IPCC) agreed to publish a special report (SR) on cities in assessment report (AR) 7 cycle. The SR seeks to summarise the evidence on climate change impacts and the unique adaptation and mitigation options of cities. However\, a systematic overview of the literature on cities\, and particularly urban case studies\, is missing. This article fills this gap. We show that the IPCC better covers topics for which it can build on existing reviews. However\, city case studies\, which are growing faster than other research on human settlements and climate\, remain insufficiently reviewed and synthesized\, posing a considerable gap in the overall assessment of the cities and climate change literature. This gap is most pronounced in case studies on climate change mitigation. Hence\, the IPCC needs to place considerable emphasis on assessing more than the existing 20\,000 case studies as an underpinning of the SR on cities. Using machine learning to map out the topics in this research space\, we provide a comprehensive and accessible global research map and database useful for evidence-synthesis research on cities and climate change.

SUMMARY:Institutionalising the use of evidence in environmental policy decision-making in South Africa: process\, structures\, and good governance of evidence
DESCRIPTION:This presentation will assess the status quo of the institutionalisation of the use of evidence in environmental policy decision-making in South Africa. Based on nine years of supporting the center of government and environmental ministries in the country\, we will unpack the history and politics of the process of institutionalising evidence use for environmental policy decision-making. This will include case studies of major institutional developments such as the formation of the Department of Planning\, Monitoring and Evaluation\, the design and implementation of the National Evaluation System\, the introduction of the Socio-Economic Impact Assessment System (SEIAS)\, and the development of responsive evidence management and embedded co-production in the public sector. Using a new checklist for assessing the level of institutionalisation of evidence use\, we will then provide a transparent account of the current extent of institutionalisation within the environmental evidence ecosystem in the country. By doing so\, we will highlight gaps and best practice in the use of evidence and recommend steps towards ensuring a sustainable system of evidence use at all levels of policy decision-making.
